Job description Commercial Cost Manager Permanent Position Purpose of the Role The position is the financial point for a large number of major tender responses withing the business unit globally. Supporting new and harvested proposals. This position will deliver timely cost and price analysis in conjunction with detailed financial calculation of the estimates provided. The position will assist in the ongoing development and implementation of program cost control goals, policy and procedure from tender to delivery. This role is an integral part of the business’s future and has a responsibility to independently assess cost, risk and profitability. Key Deliverables Provide support and guidance on all commercial issues within the projects Prepares and presents complex Excel modelling that includes both costing and pricing sheets. Ensures correct financial applications are given to estimates to produce accurate costing and pricing. Manages all phases of cost /price proposals preparation and evaluation including the preparation and delivery of senior management review materials. Working closely with the business to collect relevant information (both qualitative and quantitative), populates the numerous models and sanitizes the data. Ensures all cost and pricing decisions are documented and controlled. Performs various analysis including scenario analysis, ‘what if’ comparisons, sensitivity analysis, Price to Win, NPVS, IRRs, KPI calculations. Develops financial models on an ad-hoc basis. Advises management of financial and economic risks and Win Themes, in line with company business objectives. Contributes to the creation and management of first-class data systems and metrics to support the estimation process and price analysis. Performs historical analysis to create parametric models for future tendering efforts. Considers commercial issues and works closely with the Contracts team. Considers scoping issues and works closely with project estimators and project management. Responsible for the transfer of financial knowledge of the bid to the project finance team. Assist the Project Accounting team with ongoing analysis deliverables (after securing job). Using knowledge of the business unit operations, be an integral part of all significant worldwide proposals and support the design to cost and price to win activity. Responsible for standardising the proposal process worldwide (from design to cost, price to win to final submittal). Partakes in key interaction with Finance Project Accounting role, supporting the capture of critical business planning and reporting data. In addition to the duties and responsibilities listed, the job holder is required to perform other duties assigned by their manager from time-to-time, as may be reasonably required of them. Skills & Attributes Must have working knowledge of advanced Excel skills (Macro Level) and PowerPoint. Experience in project-based accounting and project commercial matters required. Must have experience in proposal gateway process and a thorough understanding of business priorities and requirements; will be hands-on with all disciplines and have a thorough understanding of the details. Experience dealing with high monetary value projects preferred. Reviewing & developing operational processes to improve performance & maximize growth Working together with relevant colleagues to develop accurate and consistent bids Managing risk assessments for new initiatives Performing Tender comparisons Negotiate Terms & Conditions with Sub-Contractors, management of Subcontractor accounts Procurement of Subcontractor Packages; management of Subcontractor accounts; assisting with preparation of Subcontract inquiries Administration of daily & routine commercial functions Education & Qualifications Degree in Commerce/Finance/Accounting or equivalent relevant on the job experience. MBA and or CPA or similar preferred. Sc (Hons) in Quantity Surveying GNVQ Level 2 Advanced Construction Ability to maintain appropriate priorities.
