Overview Analyzes and evaluates major system project requirements of considerable complexity requiring a thorough understanding of all parameters affecting and interfacing with the system. Reviews user requirements and provides direction in the identification of problem and potential resolution. Provides analytical support in the conceptualization, development and implementation of complex, multiple, inter-linked systems. Defines system objectives and prepares system design specifications to meet user requirements and satisfy interface problems. Formulates logical statements of user requirements and develops solutions through application of systems and method engineering techniques. Reviews alternate approaches and selects appropriate methodology. May provide work leadership to lower level employees. Operates and maintains a variety of complex electronic communications equipment and devices on a U.S. Army Global Information Grid (GIG) facility. The GIG facility serves as the sole provider of critical secure command and control communications service to U.S. Department of Defense Agencies in the European Theater in securing National Defense interests. Performs end-to-end testing on US military GIG command and control circuitry. Analyzes test and acceptance data to ensure compliance with required specifications for acceptance of the circuitry into the GIG system. Performs repairs of GIG circuits that fail to meet the U.S. military installation specifications through systematic troubleshooting, equipment conditioning, re-engineering, modifying and re-testing. Performs installation of communications transmission systems and voice/data communications circuits in secure military facility in accordance with Defense Information Systems Agency (DISA) engineering plans. Performs re-engineering of communications circuits to effect integration or restoral into to the GIG system. Responsible for ensuring that communications systems operate at optimum performance and performs the necessary tests on circuits, both voice and digital, to ensure this performance standard. Accepts trouble reports from customers and other Technical Control locations and performs testing and patching, as required, to effect rapid restoral of all circuits. Makes all necessary voice and digital outage and station condition reports in accordance with DISA Circular 310-55-1, 310-70-1 and all other applicable directives. Performs and documents scheduled preventive maintenance routines on communication equipment, ensuring that accurate records are kept on maintenance performed and parts consumed. Responsible for all actions performed and reports submitted by the Technical Control Facility. Responsible for the rekeying of encryption devices located at the facility. Makes recommendations for changes in the allowance for test equipment, tools, etc., and to improve the operational efficiency of the site communications equipment. Performs other duties as required. Qualifications Minimum Qualifications: TR/TESA eligibility, must meet the following criteria: A bachelor’s degree plus 3 years of recent specialized experience, OR; An associate’s degree plus 7 years of recent specialized experience, OR; A major certification plus 7 years of recent specialized experience, OR; 11 years of recent specialized experience. Education/Training: One year related experience may be substituted for one year of education, if degree is required. Individual shall have an Associate degree in one of the following disciplines: Electronics/Electrical Engineering; Information Systems; Computer Science or other related scientific or technical discipline. In the absence of an Associate degree, the individual shall have a High School diploma or equivalent, have had the successful completion of an applicable U.S. military or civilian technical school in Telecommunication systems and an additional five (5) years’ experience in the operation, testing or management of telecommunication systems. Security Clearance: Requires an Active U.S. Secret Security Clearance Skills: Includes progressive responsibilities in information systems management. Current and continuous experience in the field of Telecommunications and managing large-scale voice, transmission, and data networks. The individual shall have experience in the management of multiple complex systems. Specialist GIG – Shall meet the training and education qualifications with five (5) years of experience that must be specialized in the operation and complex testing of large-scale, complex, and telecommunications systems. A Bachelors Degree in Electronics/Electrical Engineering, Information Systems, Computer Science, or other related scientific or technical discipline will be considered equivalent to two years specialized experience. Technician GIG – Shall meet training and education qualifications with four (4) years of specialized experience in the operation and testing of complex, and telecommunications systems. A Bachelors Degree in Electronics/Electrical Engineering, Information Systems, Computer Science, or other related scientific or technical discipline will be considered equivalent to two years specialized experience. Special Requirements: Individual must have experience with Information, Telecommunications, and VTC Systems, to include hands-on experience with various encryption devices, test equipment, modems, multiplexers, and radio systems. Individuals must be fluent in reading, writing and speaking the English language to include the ability to comprehend and interpret complex technical data. The person must be able to qualify for and operate Government provided light vehicles.
